Bear in mind that the prop adjustment is easier with two people, four good hands.

The m35 is rated 30 hp at 3200 rpm.
If the prop is the correct size and pitch, you should be close to 3200 at Max throttle,
If you cannot get close to 3200, you have too much diameter or pitch, or both.
