Just as a point of information, the tube can be both epoxy and fibreglass. Fibreglass is the reenforcing material only. It can be laid up with a variety of resins including epoxy. An epoxy / fibreglass tube would be stronger and less prone to cracking than one laid up with polyester so it may well be both.

Here’s the sketch again with the water line (DWL) emphasized with a green dashed arrow. It is just aft of the rudder tube opening. Granted, this shows an N22 but I would bet that the relationship to water line and rudder tube is similar on bigger boats.
