Tom I experienced this a few years ago , As suggested the padeyes are attached through the two thicknesses of the mast at the sleeve . Movement has sheared the bolts between the inner and outer parts of the mast .
You will probably have to upgrade the two 1/2 or 5/8 “ thru bolts before doing the padeye repair which will require helicoils .

You mention that you left your mast up last winter. Do you mean that it was up when the boat was on the hard ?? Or, was she spending the winter in the water ??
