You’re close, Joe, although it’s Federal and there are a few things you can do. They’re a protected species.
There’s an entire document put out by NOAA about what you can and can’t do. You can make loud noises, spray them with a water hose, and (I kid you not, the document literally says so) shoot them with Nerf guns.
However, when all is said and done, the nautical 800 lb. gorilla does what it wants.
